Requirements:
  • Qualifications:
    • Appropriate Bachelors Degree in Business Management, Communications or related field.
    • A postgraduate diploma in Project Management will be an added advantage.
  • Requirements:
    • Applicants must have at least 3-5 years relevant working experience in the area of strategic planning, performance monitoring and reporting.
    • Strategic, business planning and management skills:
      • • Thorough understanding, knowledge and experience in strategic, business planning and performance monitoring processes.
      • • Sound understanding of government's Policy Framework for managing performance information, understanding of Monitoring and Evaluation systems.
      • • Financial management.
    • Experience in aspects related to project management.
    • An ability to effectively and timely coordinate the submission of all organisational planning documents and performance reports.
    • Ensure timeous reporting to all relevant stakeholders, including the Minister.
    • Sound understanding of government policy:
      • • Understanding of the Public Finance Management Act (PFMA).
    • General knowledge of government mandate and an interest in internal processes.
    • Proven writing and facilitation skills:
      • • Excellent report-writing skills and ability to write high-level reports to management.
    • Proven capability to facilitate strategic planning sessions.
    • Ability to analyse and interpret performance reports for management to take necessary actions.
    • Proven experience in customer relationship management:
      • • Ability to interact and communicate with people of all levels.
    • A proven team player.
    • High level computer literacy.

Duties
  • The incumbent will be required to:
    • Lead the development and implementation of strategic, business planning and performance monitoring and evaluation processes in GCIS.
    • Facilitate the development of the multi-year strategic, and business plans in line with relevant legislation.
    • Coordinate and facilitate the identification of organisational risks, develop a consolidated risk plan for GCIS and monitor the implementation of the mitigating plans.
    • Develop GCIS annual reports.
    • Coordinate the submission and consolidation of quarterly reports to management.
    • Manage and review the GCIS' strategic management framework.
    • Coordinate and facilitate MANCO's planning and performance review workshops.
    • Understand the requirements of M&E.
    • Develop and implement, coordinate and improve monitoring and evaluation systems.
    • Analytically evaluate strategies, strategic plans, ENE outputs, policies and procedures and monitor their implementation.
    • Develop relevant systems and policies to guide planning and performance monitoring in the organisation.
    • Evaluate quarterly and annual reports in terms of guidelines and highlight deviations to management.
  • The successful incumbent must be able to operate under pressure and against tight deadlines. He/she must be able to interact with people of all levels.
